ATA Carnet in Pakistan
Pakistan joined the Istanbul Convention on Temporary Admission in 2004, allowing temporary import/export under Carnet.
Accepted categories:
- Annex A — ATA Carnet papers
- Annex B1 — Exhibition & fair goods
- Annex B2 — Professional equipment
Not accepted:
- Postal shipments
- Unaccompanied baggage
- Goods in transit
The International Chamber of Commerce (ICC Pakistan) is the official National Guaranteeing and Issuing Organization for ATA Carnets in Pakistan.
Legal Framework
Pakistan ratified the Istanbul Convention (1990) in May 2004, simplifying all previous temporary import agreements.
This allows goods to move freely and duty-free, provided they are re-exported within the allowed time.

If There’s a Delay or Goods Not Sent Back
1️⃣ Delay only:
No problem if goods are re-exported before the Carnet expiry or within an approved extension.
→ No duties, no penalties.
2️⃣ Goods not re-exported:
- Customs will claim full import duties and taxes.
- ICC Pakistan (the guarantor) first pays customs, then recovers the amount from the Carnet holder.
- Legal action may follow if not settled.
In simple words:
✅ Delay only → No duty.
❌ Not sent back → Duties + legal recovery.
